Our Committees
The Hays County GOP has various committees that work on specific areas and initiatives. Each committee is led by a chair and includes dedicated volunteers working toward common goals.
Candidate
The Candidate Committee shall identify, recruit, and assist prospective Republican candidates for public office. The committee may provide training, guidance, and informational support but shall not file documents or act on behalf of any candidate.

Communications
The Communications Committee shall be responsible for internal and external communications of the Hays County GOP, including digital communications, publications, messaging coordination, and media engagement as directed by the County Chair or the County Executive Committee. The committee shall ensure consistency of messaging and timely dissemination of information to Precinct Chairs and the public.

Election Integrity
The Election Integrity Committee shall study, monitor, and report on election administration issues affecting Hays County. The committee shall coordinate poll-watching efforts, voter education related to election procedures, and recommendations to the County Executive Committee consistent with applicable law and Party rules.
Events
The Events Committee shall plan and coordinate Party-sponsored events, including but not limited to dinners, picnics, forums, and meetings, as directed by the County Executive Committee or County Chair. The committee shall coordinate logistics, scheduling, and volunteer support for such events.

Finance
The Finance Committee shall be chaired by the Treasurer and have the authority to inspect the Party’s books, records, financial statements and state/federal reports to determine that proper accounting controls and procedures are in effect and that the Party is in compliance with the applicable governmental accounting requirements. The Committee shall meet as needed to prepare its biennial report for the Executive Committee. Committee members must include at least one precinct chair. Members should have a demonstrated background in accounting or business. The committee will conduct a financial audit at the beginning of a new biennium, to report to the Executive Committee within the first three months.

Fundraising
The Fundraising Committee shall plan and implement fundraising activities to support the operations and programs of the Party. The committee shall assist in donor development, fundraising strategy, and event-based fundraising, and shall coordinate with the Treasurer to ensure compliance with all applicable reporting and financial requirements.

GOTV
The Get-Out-The-Vote (GOTV) Committee shall plan and coordinate voter turnout efforts in advance of elections, including voter contact, volunteer mobilization, and coordination with other Party committees. All activities shall be conducted in compliance with applicable law and Party rules.
Public Engagement
The Public Engagement Committee shall promote engagement between the Republican Party and the general public, including participation in community events, outreach activities, and public-facing initiatives. The committee may coordinate booths, parades, forums, and similar activities designed to increase public awareness of the Party.

Resolutions
The Resolutions Committee shall receive, review, and draft resolutions, proclamations, admonishments, and censures for consideration by the County Executive Committee. The committee shall ensure that proposed resolutions are consistent with the Rules of the Republican Party of Texas and applicable law and shall report recommendations to the Executive Committee in accordance with these Bylaws. This committee’s members shall be made up of a majority of Precinct Chairs.
Rules
The Rules Committee shall meet as needed to consider recommendations on changes to the Bylaws, Special Rules of Order or Standing Rules. The committee shall meet before the end of the term to formulate a recommendation to the next executive committee for Bylaws, Standing Rules, and Special Rules of Order. The Parliamentarian and Legal Counsel shall be ex-officio non-voting members of the committee. The Rules Committee shall meet as often as necessary to review the rules under which the Executive Committee operates and may recommend amendments to the Executive Committee for consideration. This committee’s members shall be made up of only Precinct Chairs.
Traning and Development
The Training and Development Committee shall develop and coordinate training programs for Precinct Chairs, committee members, and Party volunteers. The committee shall focus on organizational readiness, leadership development, and operational effectiveness within the Party.
Vacancy
The Vacancy Committee shall recruit, review, and recommend candidates to fill Precinct Chair vacancies in accordance with the Texas Election Code and these Bylaws. The committee shall also coordinate training, onboarding, and integration of Precinct Chairs into Party operations and shall report its recommendations or lack thereof to the County Executive Committee. This committee’s members shall be made up of a majority of Precinct Chairs.

Volunteer
The Volunteer Committee shall recruit, organize, and maintain a pool of volunteers to support Party activities, events, and campaigns. The committee shall coordinate with other committees to match volunteers with organizational needs.
